GODDESS OF VICTORY: NIKKE Character Tier List

The NIKKE meta continues to change as new units are introduced, and knowing which characters are worth investing your skill books in can make a major difference to your roster. This NIKKE tier list covers both PvE and PvP (Arena), since a Nikke that performs exceptionally well in one mode may be much less effective in another. The rankings below consider performance across Solo Raid, Union Raid, Special Interception, and Arena.

Quick Answer: Current Top-Tier Picks

The full breakdown, beginner priorities, and situational picks are below.

How This Tier List Works

NIKKE is not a game where one team can handle every type of content equally well. Campaign stages, boss battles, and Arena all reward different strengths, so this tier list separates rankings by game mode rather than placing every unit into one general ranking.

The PvE ranking considers both Story and Boss content, with additional emphasis on endgame activities such as Solo Raid, Union Raid, and Special Interception. Campaign progression remains important, but boss-focused content is where long-term investment can have an even greater impact.

PvP has its own separate ranking because Arena follows a different set of priorities. A unit that excels in Solo Raid may perform only moderately well in Arena, while another unit can become extremely valuable when built around PvP-specific mechanics.

What the Tiers Mean

Each tier represents how much value a unit provides relative to the resources required to build them, ranging from meta-defining characters to units that can generally be skipped when resources are limited.

PvE Tier List — Campaign, Story, and Boss Content

Why These Units Are SSS, SS, S, A+ all the way to C Tier in PvE

PvP Tier List — Arena Rankings

PvP operates on a different pace from PvE. Getting Full Burst before your opponent can be more important than maintaining sustained damage, which makes Burst generation speed and first-strike potential key factors in Arena.

Why These Units Are SSS, SS, S, and A+ Tier in PvP

Rocket Launcher and Shotgun units generate burst meter faster than many other weapon types. Because of this, using two of them alongside a core damage dealer is a common approach for reaching Full Burst before the opposing team.

Which Nikkes Should You Build First?

If you're starting a new account or returning after a break, focus your resources carefully.

The golden rule is simple: don't spread your skill books across too many units. Prioritize your Skill Manuals and T10 Overload Gear for your core team first. A fully invested team of five will generally take you much further than a large roster of partially built units.

Common Mistakes to Avoid

Investing in Power-Crept Units

A unit that was considered essential when it was released may no longer hold the same position in the meta later on. Avoid maxing out every character simply because they were once considered strong. NIKKE's meta can change quickly as new units and mechanics are introduced.

Ignoring Burst Rotation

Raw stats alone do not determine the outcome of every battle. Understanding your Burst rotation is equally important. Pay attention to the order in which your Burst I - II - III abilities activate and build your team around a reliable Burst chain.

Trying to Build One Team for Everything

Campaign, boss content, and PvP each have different requirements. As you reach the later stages of the game, having two or three specialized squads can be much more effective than relying on one universal team.

Conclusion

Leona remains a specialist rather than a general-purpose Nikke. Outside of a dedicated shotgun composition, she is a relatively average Burst II buffer and can be a lower priority for many accounts. However, in her ideal team — alongside Tove, Privaty: Unkind Maid, and either Modernia or Anis: Sparkling Summer — she can still be a strong option for Solo Raid and Special Interception.

If you already have Privaty: Unkind Maid or are planning to build a shotgun-focused roster, Leona can be worth investing in. Otherwise, it is reasonable to keep her on the bench until your account has the other pieces needed to make her specialized team work.
